Legislative and Regulatory Committee Update
 
E-Prescribing Workshop (8/2/17)
  • The meeting began with an overview of the federal regulations, followed by a look at the legislation that passed in 2017 (HB 2165 http://lis.virginia.gov/cgi-bin/legp604.exe?ses=171&typ=bil&val=hb2165), statistics on Virginia’s prescribing  and finally a review of the New York law already in place. 
  • Challenges are barriers were discussed with regards to compliance to meeting the deadline from prescribers and dispensers.
  • The next meeting is on August 29, 2017. More updates to come.
 
VSHP Positions on Legislative Proposals
  • Draft Legislation for the 2018 General Assembly: “A BILL to amend the Code of Virginia by amending § 54.1-3435.1 and by enacting §§ 54.1-3435.4:01 and 54.1-3435.4:2, relating regulation of nonresident warehousers and non-resident third-party logistics providers.” – The content of the proposal focused on general regulations for registering nonresident warehouses and non-resident third-party logistics providers. Upon review, the Legislative/Regulatory Committee reported that they had no position on the proposed language.
 
UPDATES from the Department of Medical Assistance Services
  • Effective 8/1/17: Implementation of Common Core Formulary in the Commonwealth Coordinated Care Plus (CCC Plus) Managed Care Program: “CCC Plus is a new statewide Medicaid Managed Long Term Services and Supports program that will serve approximately 214,000 individuals with complex care needs, through an integrated delivery model, across the full continuum of care. CCC Plus will operate statewide across six regions as a mandatory Medicaid managed care program. CCC Plus will focus on improving access, quality, and efficiency through a coordinated delivery system that emphasizes integrated care and value-based, alternative payment models.” For more information.
  • Effective 10/1/17: “There is a new Pharmacy Benefit Manager contractor, The program BIN will remain the same (010900). Program PCN and Group Number will be changing. This transition requires that your claim submission software be updated. You will receive the new PCN and Group number along with additional information on the transition in a subsequent notice.” For more information.
